Admission and Required Documentation
An appointment for an intake needs to be made by calling the Local Authority (LA) Intake Worker at:

The following documentation is required at time of the appointment:
Proof of Diagnosis: Diagnosis provided by a credential professional according to
the Diagnostic and Statistical Manual of Mental Disorders (DSM).
Proof or Residence: Individual requesting services must reside in the designated Local Authority (LA) Local Service Area (LSA). Border Region Behavioral Health Center's local service
areas are: Webb County, Starr County, Zapata County and Jim Hogg County.
Proof of Income: Copy of consumer's Income or Parent's income if minor.
Proof of Insurance: Medicaid/Medicare or Private Insurance if available.
Intellectual and Developmental Disabilities Authority Functions
When Intellectual and Developmental Disability (IDD) services are requested:
Determination of Eligibility: A license psychologist employed or contracted by Border Region Behavioral Health Center must endorse the
determination made by a private license physician or psychologist, school district of private or public agency or conduct the necessary assessments to
make a determination of eligibility in the IDD Priority Population.
Service Coordination:
Assistance for an individual in accessing medical, social, educational, and other appropriate services and supports that will help the individual achieve a quality of life and community participation acceptable to the individual.
Border Region Behavioral Health Center is the authority designated to provide Service Coordination to all individuals receiving services from the following programs in the Local Service Area:
DADS General Revenue Services
Home and Community-Based Program
Texas Home Living Program
PASRR for Individuals in Nursing Facilities
Community First Choice for Individuals under 21
Community First Choice for Individuals over 21
Enhancement Coordination
Preadmission Screening and Resident Review (PASRR)
Crisis Intervention
Crisis Respite
Continuity of Services is provided by Border Region Behavioral Health Center to individuals in:
State Supported Living Centers (SSLC) A Local Authority (LA) staff is assigned to monitor services for individuals moving or who have moved to alternate living arrangements from SSLC and are being monitored according to the Community Living/Discharge Plan.
State Mental Health Facilities (SMHF) Activities performed by the LA for an individual in SMHF. Activities begin at admission and continue until the person is moves from the SMHF.
Medicaid Programs As requested by DADS, assisting in transferring an
individual's ICF-IDD Program services from one program provider to another.
Programs enrollment
Border Region Behavioral Health Center will complete enrollments based on DADS rules to each authorized individual into the following waiver programs:
Community First Choice for individuals under 21
Community First Choice for Individuals over 21
Home Community-Based Program
Texas Home Living Program
Intermediate Care Facilities for Intellectual and Developmental Disabilities (ICF-IDD)
State Supported Living Centers (SSLC)
Intermediate Care Facility for IDD Individuals
The Intermediate Care Facilities for Individuals with an Intellectual Disability (ICF/IID) program is a community –based residential service
option provided in homes with six or fewer individuals. This ICF/IID program provides similar services provided in an HCS residential home. The services
include staff available to assist individuals with identified needs, access to medical care, the opportunity to attend Day Habilitation or similar
programs, and participation in community activities.
If you choose to access the ICF/IID residential option, you are able to keep your current placement on interest lists for home and community-based waiver
services, such as HCS, Texas Home Living, Community Assistance and Support Services, and Deaf Blind with Multiple Disabilities programs.

The application process for admission to an ICF/IID involves sharing an individual's diagnosis and medical and support needs with ICF/IID providers to ensure they have the appropriate services and resources to best meet an individual's needs.
